SUBJECT:	Check Printing Procedures

In recent months, our check printing support team has experienced an increase in check printing calls.  Many of these calls are a result of agency staff attempting to print checks without having the necessary authority or training.  In some cases, “backup” check printers were only given a “cheat-sheet” and the regular check printer’s RACF ID and printer password.  This is a gross violation of state and NCAS security policy and could result in severe audit penalties for your agency.  In the future, if an agency has not completed the appropriate security information giving the staff person check printing authority, the OSC Technical support team will not be able to assist with check printing problems.  The OSC can not participate in willful breaches of security policy.  Each agency is responsible for maintaining adequate internal controls over the payment process.

In an effort to assist agencies in preventing these situations, the OSC has scheduled eight check printing classes for the month of May.  It is mandatory for all agency check printing staff to attend one of the two hour sessions.  We strongly encourage each agency to select a backup staff person assigned to check printing to also attend one of the training sessions.  The training sessions will be located at the State Controller’s Office, 3512 Bush Street, in the training room.  Please check the System Information Guide (SIG) to determine dates and times and fax the registration form located in the SIG as soon as possible to guarantee your desired date and time to attend the training session.
