SUBJECT:	NCAS Decision Support System (DSS) Upgrade

The Office of the State Controller has upgraded the North Carolina Accounting System (NCAS) Decision Support System (DSS) in order to provide enhanced functionality for its users. This upgrade in functionality required the acquisition of software that is more expensive to operate and maintain than in the past. While the OSC has always fully funded the NCAS for all of its statewide users, it is becoming more difficult to obtain the necessary funding to support the on-going maintenance costs for this software. In addition, the OSC must assure that we are operating within the confines of our license agreement. Therefore, we have developed a seat allocation process establishing a maximum allocation by agency based on size classification of small, medium or large. The OSC will continue to fund the maintenance costs for the agency up to the agency maximum. Maintenance costs for any additional needs beyond an agency’s maximum will be borne by the agency through a reimbursement arrangement with the OSC. The projected maintenance for each additional seat beyond the maximum allocation is $139.00 yearly and will be due in October 2000.

The maximum and present allocation of seats for each agency has been sent under separate cover. Please let the OSC know in writing if your agency plans to utilize its allocation or if your needs exceed the maximum allocation. The OSC will continually monitor this allocation and appreciates your diligence in maintaining control over these seats.
