North Carolina State agencies will begin using a new Mail Center on July 1, 1999. It is very important that all agencies notify the Office of State Controller by July 1, 1999 of their new mailing addresses so that we can update the Central Trade Vendor File as well as Buy/Pay entity addresses.
Agencies need to evaluate all addresses used within the NCAS system. These include addresses on the Vendor File, Pay Entity (trade and non-trade) and Buy Entity set-ups. Upon notification from each agency, OSC will correct the Vendor File, Pay Entity and Buy Entity addresses, which can only be accessed by OSC. Each agency is responsible for updating agency-controlled Ship-To addresses.
Each agency should check the Vendor File to determine the groups assigned to its agency. The agency should notify the OSC regarding each 4-digit address and change in zip code for each group for its agency. See attachment for step-by-step instructions to access VRS.
See attached copy of the State of North Carolina Purchase Order form where agency Buy/Pay entity addresses can be located. For your Ship-to Codes, please consider creating a new code for those items received by mail and not at a physical receiving location. It may also be necessary to change existing Ship-to Codes in some cases. These changes are at the agency’s discretion.
