In response to a request by many state agencies to perform the "cancel user function" in the NCAS for its users, the Office of State Controller (OSC) has developed a procedure whereby agency NCAS security administrators will have this ability. Effective July 2, 1998, all NCAS users must call their primary or secondary NCAS security administrator to have their NCAS Operator ID cancelled rather than the OSC NCAS Help Desk. The NCAS Security Administrators must still call the OSC NCAS Help Desk to have users' passwords reset. The procedure for security administrators to complete security forms for user adds, changes or deletes has not changed.
Attached are step-by-step instructions for the security administrator to use to cancel users. It is critical that NCAS Operator IDs are typed accurately to avoid canceling the wrong user. Security administrators may only cancel users for their agency.
It is the responsibility of each security administrator to notify its agency's NCAS users about the change in procedures. This information will be placed on the NCAS mainframe banner screen and will also be contained in the News Flash of the SIG. The OSC NCAS Help Desk should be called to cancel users only in emergency situations.
The OSC is pleased to provide this additional functionality that our agencies have requested. We believe this will provide faster response time for your agency users who need to be cancelled and will also allow additional time for critical problem solving tasks and central file responsibilities for the OSC NCAS Help Desk.
