SUBJECT: Payroll Interface Change
The Office of the State Controller (OSC) has received several requests to post the payroll interface transactions to the General Ledger when the payrolls are closed and processed in the Central Payroll system instead of collecting cumulative data and posting it to the General Ledger once a month.
Posting payroll transactions to the General Ledger more frequently will provide greater accuracy in mid-month expenditure and cash disbursement reporting, facilitate payroll clearing account reconciliations, and make data for federal drawdowns available in a more timely manner.
The Central Payroll system currently processes four (4) payrolls a month: two cancellation/rewrite payrolls, a mid-month payroll and a monthly payroll. Effective immediately, the following schedule will be used to process the payroll interface and post transactions to the General Ledger:
End-of-Month Cancellation/Rewrite, Mid-month, Mid-Month Cancellation/Rewrite - Each of these payrolls will post to the General Ledger two (2) business days after Central Payroll processing is concluded.
Monthly - Payroll will post to the General Ledger two (2) business days after Central Payroll has processed telephone stop orders.
Since the first cancellation/rewrite and the mid-month payrolls for the month of June have already been paid, the first June payroll posting will include both the first cancellation/rewrite and the mid-month payrolls. Junes schedule for posting all payrolls is detailed below:
June 16 - End-of-Month Cancellation/Rewrite and Mid-Month Payrolls
June 18 - Mid-Month Cancellation/Rewrite Payroll
June 26 - Monthly Payroll
