RE: Loading CFDA Numbers into NCAS
The Office of the State Controller (OSC) is in the process of loading Catalog of Federal Domestic Assistance (CFDA) numbers into the North Carolina Accounting System (NCAS). The goal is to provide each agency with increased reporting capabilities for required federal reporting. This reporting will be developed within the Decision Support System (Smartstream). Currently, the grant view is not being delivered, but it will be returned to the delivered views after the initial CFDA number loading has been completed The completion of this process will allow for NCAS to assist in preparation of the Schedule of Federal Financial Assistance, which is due to OSC by August 31, 1996.
To begin the loading of the CFDA information into NCAS, the following information is required from each general government agency:
CFDA numbers for centers in both the federal and operating budget codes
Federal participation percentages by cost center within the operating budget code.
It is important that agencies provide CFDA numbers for both federal and operating centers. The Schedule of Federal Financial Assistance requires grant expenditure information which is recorded in the operating budget codes when a federal budget code is used. The federal participation percentage is needed for the operating budget codes to isolate total expenditures funded by federal grants.
To assist agencies in completing this information, OSC has developed a report in Information Expert (IE). It is located in GLPUBLIC and is called C-U-GL-CFDA-CENTER-LIST. Agencies can run and print this report for the companies which contain the federal and operating budget codes. The report lists center numbers and descriptions by company. There are columns to the right in which the agency can write the CFDA number and federal participation percentage that applies to each center. Once you have completed writing the information on the report pages, please send the report to the attention of Chuck Cooper, OSC: Caswell Building. The information will be entered into NCAS by OSC personnel. Verification reports will be sent to the agencies so that each agency may check the CFDA numbers. Please submit the report to OSC by July 1, 1996. This will allow sufficient time for OSC data entry, agency verification, data loading to NCAS, and agency completion of the required schedule by August 31. Agencies that submit their data to OSC after July 1 may not have sufficient time to complete this process.
OSC is handling the initial batch upload of CFDA information. OSC will maintain a master table of CFDA numbers and CFDA program titles. It will be the responsibility of each agency to associate CFDA numbers with new centers that are created within NCAS. OSC will provide step-by-step instructions for this procedure on the NCAS Information Guide at a later date.
