SUBJECT: ACH Vendor Participation Marketing Campaign



As part of OSC’s e-Commerce initiatives, we have developed an ACH (Automated Clearing House) e-Payment solution for the North Carolina Accounting System (NCAS) Accounts Payable application. The OSC processed the first e-Payment last summer and has been piloting mostly with employee reimbursements and selected vendors. In February 2001, we issued over 2500 electronic payments totaling $5.7 million. Our acceptance level has been very high with positive comments from the payees. One reason for this high acceptance level is our system is able to send an electronic stub (FAX or e-mail) detailing the information on the remittance advice. At this point in our implementation schedule, the OSC had planned an aggressive marketing campaign to recruit vendors for their participation in the ACH process.

Since the state is involved in spending freezes, our office has identified a method to recruit vendors into ACH without incurring the costs of an expensive campaign. We have selected the agency address portion on the stub as an area where we could put a short message about the availability of ACH. The message is as follows:

Since the agency address appears on the face of the check, it is easily visible by the payee. Adding this message to the stub does not require changes from the software vendor. NCAS Check Print Support staff can make this change to your system in about 15 minutes. In most cases, the OSC can remotely access the computer so no on-site visit will be necessary. The support staff will contact your check print staff to schedule an appropriate time to make these modifications.

In order to process payments electronically with vendors, a FAX number or e-mail address is required. Vendors will call the NCAS Help Desk, as it is the Help Desk’s responsibility to maintain trade vendors on the NCAS.

This effort is part of OSC’s continuing contribution to the e-Commerce initiatives outlined in Senate Bill 222. We intend to use this same technology to send payroll stubs to employee’s e-mail, in the near future, funding permitting. We are also working with ITS on a Statewide ACH debit process that will allow agencies with web-based storefronts the opportunity to receive funds via ACH for goods, services and taxes due to the state.
