SUBJECT: OSC Seminar – Governmental Accounting and Auditing Update

 The Office of the State Controller will sponsor a seminar, Governmental Accounting and Auditing Update, on March 6, 2001 at the McKimmon Center in Raleigh. The registration fee for this course will be $60 per attendee, which includes all course materials, break service (beverages only), and lunch. Due to classroom size, the course will be limited to 200 participants. Also, because of the recent budget cuts, we recommend that you use non-state funds to pay for any related travel costs.

The course is designed to provide a practical analysis of current governmental accounting and auditing issues related to the State's financial reporting entity. We anticipate that the seminar will qualify for 8 hours of continuing professional education credit. Topics to be discussed include recent GASB and AICPA pronouncements, the new governmental financial reporting model, the status of outstanding GASB exposure drafts, and a single audit update (Note: topics are tentative and may be revised).

This seminar will be presented by Mr. Rhett D. Harrell, CPA, CGFM, who has his own practice in Marietta, Georgia. Mr. Harrell specializes in the government and nonprofit sectors as a practitioner, consultant, instructor, speaker, and author. He provides consulting, workpaper and audit report reviews, and training services to numerous CPA firms and state auditor organizations throughout the country. He is also an Adjunct Professor of Accounting for Continuing Education at the University of North Alabama. Mr. Harrell authors several publications by Harcourt Brace Publishing, including the Single Audit Guide and the Local Government Audit Guide, and is the editor for their monthly newsletter, Government and Nonprofit Report.

Enclosed you will find a course registration form. Please complete and return the registration form along with the required fee of $60 to the Office of the State Controller (Attn.: John Morgan) no later than February 27, 2001 (Note: For college/university officials attending our cash flow seminar this month, please submit separate checks for each seminar). Your registration will be confirmed by email on or before March 2, 2001. We will also post this course announcement on our home page under "News" at http://www.osc.state.nc.us.
