MEMORANDUM # SAD 01-37

TO: Vice ChancellorsBusiness Managers
FROM: Edward Renfrow, State Controller
SUBJECT: OSC Seminar on Preparing the Statement of Cash Flows - Colleges/Universities

The Office of the State Controller will sponsor a seminar, Preparing the Statement of Cash Flows – NC Colleges and Universities, on February 23, 2001 at the McKimmon Center in Raleigh. The registration fee for this course will be $45 per attendee, which includes all course materials and break service (beverages only). Lunch will not be provided. Due to classroom size, the course will be limited to 100 participants. Also, because of the recent budget cuts, we recommend that you use non-state funds to pay for any related travel costs.

This course will provide the practical steps that need to be taken to prepare a statement of cash flows using the direct method. Therefore, we strongly encourage you to register at least one member from your fiscal staff who will be closely involved with preparing cash flow statements and the upcoming process of implementing the new reporting requirements. We previously offered this class on November 3, 2000; however, the course materials have been updated to incorporate the most recent requirements.

G. Robert Smith, Jr., Ph.D., CPA ("Smitty"), an assistant professor of accounting at Middle Tennessee State University, will present this seminar. Dr. Smith has been a highly rated instructor at previous seminars sponsored by our office. In addition, Dr. Smith has made presentations for the Government Finance Officers Association (GFOA) and other State GFOA and CPA organizations across the country. Dr. Smith received his bachelor's degree and Master of Accountancy degree from the University of Tennessee and his Ph.D. from Texas Tech University. His dissertation topic was The Use of the Statement of Cash Flows in Governmental Reporting.

Enclosed you will find a course registration form. Please complete and return the registration form along with the required fee of $45 to the Office of the State Controller (Attn.: John Morgan) no later than February 16, 2001. Your registration will be confirmed by email on or before February 21, 2001. We will also post this course announcement on our home page under "News" at http://www.osc.state.nc.us. If you have any questions, please contact John Morgan at (919) 871-6480. We look forward to your participation.
