NCAS Current Components
and Supporting Systems
The NCAS currently comprises
a comprehensive business environment, as demonstrated in Figure 1, which
supports:

Comprehensive fiscal policies
and procedures;

Statewide database supporting
the uniform information requirements for all agencies;

Primary user agencies implemented
on the Geac core accounting modules;
-
A comprehensive statewide general
ledger or database for secondary user agencies who use other core accounting
software systems to meet the NCAS requirements;
-
Agency-level accounting, financial
management, and programmatic subsystems which meet the inclusion criteria;
and
-
Central management financial
and business systems.

While information from primary
user Geac agencies is automatically included in the NCAS, agencies that
are not primary users of this software are required to provide accounting
information from their core systems through interface facilities.
The interfacing process for existing systems requires a conversion (or
crosswalk) table that converts the agency data structures into the NCAS
uniform formats. New or replacement systems that are determined to
reside on software other than the NCAS primary core software, as they are
designed and developed, will include data structures that mirror those
in the NCAS. This will facilitate the access to uniform information
across the State enterprise. While access to NCAS information for
primary users is real-time and/or daily, the schedule for interfacing of
other systems’ data is currently monthly or annually.
Specific agency-level systems
that conduct the State's various programmatic and central management functions
provide information to the NCAS. These supporting systems are separately
identifiable with their own data entry, processes, outputs, and internal
controls. They share, receive, and provide financial information
to each other and to the NCAS. The activities included by such supporting
systems range from the accounting and administrative functions of the agencies
to their unique programs and operating functions. Central management
systems provide control over various central management program and financial
functions. These central management subsystems include:

Office of State Budget and Management
(OSBM): Budget Preparation System (BPS), Budget Revision System (BRS),
and Salary Control System (SCS);

State Property Office: Facilities
Management System (FMS);

Office of State Personnel: Personnel
Management Information System (PMIS);

Department of State Treasurer:
banking and retirement systems;

OSC: Central Payroll; and
-
OSC: Cash Management Control
System (CMCS).
