Environment
The OSC currently operates
the NCAS on the VSAM version of the Geac financial system on a mainframe
at the ITS facility. As the NCAS system operates using vendor supplied
software, the technical architecture of the system is that provided by
the software vendor. The State has a statewide license for the Geac
software, which maximizes its investment in this software and prevents
OSC from needing to install the applications at each agency. This
also ensures that the OSC fulfills its statutory obligations to centrally
prescribe, develop, operate, and maintain a uniform NCAS. In implementing
this technology, the State has pioneered the State government application
of Geac as a central statewide accounting system and financial management
system.
Users currently access the
NCAS system using PC Emulation (most primary central accounting users)
as well as through 3270 Terminals (more casual users). All users
of the DSS system access the system through a PC Emulation Desktop.
The ITS division supports dumb terminal access to allow agencies to retain
hardware in the field, and to replace it with the current recommended PC
configuration over time.
